Prior to arriving on scene, troopers were informed that Bagley had active pretrial conditions of release prohibiting him from consuming alcohol. Once on scene, troopers determined Bagley was intoxicated and in violation of those conditions.

When officers attempted to take Bagley into custody, he fled into a bathroom and attempted to escape through a second-story window. Although troopers tried to pull him back inside, Bagley was able to get out and flee on foot.
